「第3回ベトナム日本国際ビジネスカンファレンス（VJIBC）を開催しました」 ‘The 3rd Vietnam-Japan International Business Conference (VJIBC)’
外国貿易大学（FTU）は2023年3月17日（金）、ベトナム日本人材開発インスティチュート（VJCCインスティチュート）において、日越外交関係樹立50周年事業として、第3回ベトナム日本国際ビジネスカンファレンス（VJIBC）を開催しました。
The Foreign Trade University (FTU) held the 3rd Vietnam-Japan International Business Conference (VJIBC) on Friday 17 March 2023 at the Vietnam-Japan Human Resources Development Institute (VJCC Institute) as part of the 50th anniversary of the establishment of diplomatic relations between Japan and Vietnam.
本国際会議は、立教大学、東洋大学、千葉工業大学、早稲田大学、国際大学やデンマークのコペンハーゲン・ビジネススクールなど、幅広い学術機関と連携して行われ、研究者・企業経営者・学生・メディアなど約200名が参加しました。会議では、「グローバルな不確実性に対するビジネスの適応」をテーマに、国内外の著名な基調講演者がその知見を共有するとともに、5つのテーマごとにグループを分けたパラレルセッションを行いました。
This international conference was organized in collaboration with a wide range of academic institutions, including Rikkyo University, Toyo University, Chiba Institute of Technology, Waseda University, International University of Japan and Copenhagen Business School in Denmark, and was attended by about 200 researchers, business executives, students and media. The conference focused on the theme ‘Business Adaptation to Global Uncertainty’, with eminent national and international keynote speakers sharing their findings, as well as parallel sessions with groups divided into five thematic areas.

FTU/VJCCインスティチュートは、国際協力機構（JICA）との協力により、2000年からベトナム企業経営者・管理職の人材育成を行っており、本国際会議はその成果を学術的視点から発展させビジネス分野に還元することを目的に、2019年から開催しています。
FTU and VJCC Institute, in collaboration with Japan International Co-operation Agency (JICA), have been developing human resources for Vietnamese business executives and managers since 2000, and the first international conference was held in 2019 with the aim of developing the results from an academic perspective and returning them to the business sector.
オープニングスピーチでは外国貿易大学学長のブイ・アイン・トゥアン准教授が、本国際会議で発表を希望する研究者数が70名を超え、その内30名は海外からの応募であることが紹介するとともに、国内外からの多くの参加者に謝意を述べ、本国際会議を今後さらに発展させていく旨を表明しました。
In his opening speech, Associate Professor Bui Anh Tuan, President of FTU, introduced the number of researchers wishing to present at this international conference, which exceeded 70, 30 of whom were from overseas. He also thanked the many participants from home and abroad and expressed his commitment to further developing this international conference in the future.

基調講演では、初めにデンマーク、コペンハーゲン・ビジネススクールのアリ・ココ教授が登壇し、「世界的な激動の時代における自由貿易協定について」と題して、米中間の緊張が高まる中、WTOの枠組みの課題を乗り越える方法として近年自由貿易協定（FTA）の締結が活発になっている一方で、多くの企業がFTAを活用できていない現状を指摘しました。ココ教授はその要因として、輸入企業側のFTAに関する認識不足や手続きを含むコストの高さを挙げ、関税の知見が豊富で企業の輸入を支援する仲介業者の役割が、FTAの活用促進のために重要であることを、事例を踏まえ紹介しました。
The keynote speech was given by Professor Ari Kokko of Copenhagen Business School, Denmark, on the topic of ‘Free Trade Agreements in times of global upheaval’, who discussed how, amid rising tensions between the US and China, free trade agreements (FTAs) have become increasingly active in recent years as a way to overcome the challenges of the WTO framework. He explained that many companies are not making the most of FTAs. He also pointed to a lack of awareness of FTAs on the part of importing companies and the high costs involved, including procedures, as factors in this situation, and introduced the importance of the role of intermediaries who have a wealth of customs knowledge and can support companies’ imports to promote the use of FTAs, based on case examples.

次に登壇した、北陸先端科学技術大学院大学名誉教授であり、ベトナム数学高等研究所・データラボサイエンスの所長でもあるホ・トゥ・バオ教授は、「デジタルエコノミーにおける教育の転換」について講演し、デジタルトランスフォーメーション（DX）は物理的・デジタル的な環境の中で、生活や仕事のあり方を総合的に変化させるプロセスであることを説明しました。そしてDXを担う人材にはコンピューターや数学だけでなく、分野横断的な知識も必要であり、そのような人材を育成するために大学の教育カリキュラムも見直していく必要があることを提言しました。
The next speaker, Emeritus Professor Ho Thu Bao of Japan Advanced Institute of Science and Technology (JAIST) and Director of Data Lab Science, Vietnam Institute for Advanced Study in Mathematics (VIASM), spoke on ‘Transforming Education in the Digital Economy’. He explained that digital transformation (DX) is a process that comprehensively changes the way we live and work in the physical and digital environment. He also suggested that the people who will be responsible for DX need not only computers and mathematics, but also cross-disciplinary knowledge, and that the university education curriculum needs to be reviewed in order to develop such people.

基調講演の最後には、東アジア・アセアン経済研究センター（ERIA）のチーフエコノミストであり、慶應義塾大学経済学部の木村福成教授がオンラインで登壇しました。木村教授は、東アジア・東南アジア地域で、機械製造工程の各作業について国際分業が進展し、様々な外的ショックに対応して安定的に機能してきた経緯に触れ、経済のデジタル化が進み、データを介した個々人間の分業を前提に新しいタイプの国際分業が拡大した場合も、東アジアにおける機械産業の国際的分業体制が重要であり続けることを指摘しました。その上で、木村教授は、ベトナム、更にはASEANが、急速な経済成長を維持しイノベーションを強化するために、国際的生産ネットワークへの積極的な参加を引き続き志向することを見通し、その前提として、ルールに基づく貿易体制をできるだけ広範に維持し、民間セクターが直面する不確実性を軽減する必要があることを提言しました。
The keynote speech was concluded with an online presentation by Professor Fukunari Kimura, Chief Economist of the Economic Research Centre for East Asia and ASEAN (ERIA) and a member of the Faculty of Economics at Keio University. Professor Kimura explained that in the East and Southeast Asia region, the international division of labor has developed for each operation in the machinery manufacturing process and has functioned stably in response to various external shocks. He also pointed out that the international division of labor in the East Asian machinery industry will remain important even as the new type of international division of labor arising from the increasing digitalization of the economy and the data-mediated division of labor between individuals expands. And, premised on the need to maintain a rules-based trade regime as broadly as possible and to reduce the uncertainties faced by the private sector, Vietnam, and then ASEAN, would continue to be oriented towards active participation in international production networks to sustain rapid economic growth and enhance innovation.

基調講演後には、立教大学経営学部の尾崎俊哉教授がモデレーターを務め、登壇者3名とFTUのファム・トゥ・フオン副学長によるパネルディスカッションを行いました。パネルディスカッションではFTAの手続きを効率化するためのDXの活用可能性や、WTOとFTAのそれぞれの重要性、デジタルエコノミーに適応する人材と教育の役割などについて活発な議論が行われました。
The keynote speech was followed by a panel discussion between the three speakers and FTU Vice-President Pham Thu Huong, moderated by Professor Toshiya Ozaki of Rikkyo University’s Faculty of Business Administration. The panel had a lively discussion on the potential use of DX to streamline FTA procedures, the respective importance of the WTO and FTAs, and the role of human resources and education in adapting to the digital economy.

The panel discussion was a lively exchange of views on cross-cutting issues that straddled the content of the speakers’ presentations.
本会議の後半では5つのテーマ（1. Management、2. Supply chain and Operation management、3. Finance and banking、4. Innovation management、5. Accounting and auditing）でグループを分け、パラレルセッションを行いました。各グループ５、6名がテーマに沿ってそれぞれの研究内容を発表し、参加者と意見交換しました。
In the second half of the conference, groups were divided into five themes (1. Management, 2. Supply chain and operations management, 3. Finance and banking, 4. Innovation management, 5. Accounting and auditing), and parallel sessions were held. Five or six participants from each group presented their research on the theme and exchanged views with the participants.

In the parallel sessions, there were active discussions on the presenters’ research, with participants asking questions and making suggestions for improvement.
閉講式ではファム・トゥ・フオン副学長が改めて関係者への感謝を表明し、立教大学経営学部長の山口和範教授が、変動性・不確実性・複雑性・曖昧性（VUCA）の時代における学術界の役割が大きいこと、そして研究者同士の協力が重要であることに言及し、本国際会議がネットワーク構築の機会になることを指摘しました。また、千葉工業大学社会システム科学部の鴻巣努教授は、VJCCインスティチュートが昨年から千葉工業大学と協力し開講したデジタルビジネス学士課程においても、本会議の成果を還元したいと表明しました。
At the closing ceremony, Vice-President Pham Thu Huong once again thanked all those involved, and Professor Kazunori Yamaguchi, Dean of the College of Business Administration at Rikkyo University, noted that academia plays a major role in the era of variability, uncertainty, complexity, and ambiguity (VUCA) and that collaboration between researchers is important, pointing out that this international conference will be an opportunity to network. Professor Tsutomu Konosu of the Faculty of Social System Science at the Chiba Institute of Technology (CIT) also mentioned that he would like to return the results of this conference to the Bachelor’s Course in Digital Business, which VJCC Institute started last year in cooperation with CIT.

本国際会議は多くの産官学関係者に参加いただき、当日の様子は国内メディアでも取り上げられました。VJCCインスティチュートは今後も日本の大学との協力を強化しながら、ビジネス・アカデミック双方の領域に貢献する、産業人材の育成・交流拠点としての取り組みを行っていきます。
This international conference was attended by many people from industry, government and academia, and the day’s events were covered by the national media. The VJCC Institute will continue to strengthen its cooperation with Japanese universities in order to contribute to the development of industrial human resources and exchange in both the business and academic spheres.
